Community participation and empowerment, together with secure tenure and improved living conditions, are the main objectives of government's primary informal settlement upgrading policy: the Upgrading of Informal Settlements Programme (UISP). Institutional capacity is required to facilitate this participatory approach to informal settlement upgrading.
